The Jewish Internet Defense Force (JIDF) is approximately 8 years old as a collective of activists and has operated under the name the “Jewish Internet Defense Force”. We went public with our activities in May of 2008.

Please flag the following channels and/or their videos to YouTube.ADL/Google for the hateful content which oftentimes promotes violence and murder. Flag all their videos. Once YouTube removes 3 videos, then they remove the channel fully. Also, please “report background image” on every channel if the channel itself is promoting hatred and/or violence. Rosenthal is a former head of the Jewish Council for Public Affairs, and former executive director of the Chicago Foundation for Women.

In 1995, Rosenthal was appointed by the Clinton Administration to serve as Midwest regional director of the U.S. Department of Health and Human Services. In 2005, she was named one of the Forward Fifty’s, a list of the most influential Jews selected by The Forward newspaper.

Obama’s type of anti-Semitism fighter

Abraham Foxman, a survivor of the Holocaust and the National Director of the Anti-Defamation League (the main organization fighting anti-Semitism around the world) took exception to Rosenthal … he is incredulous that Rosenthal has not heard the wide diversity of voices within the Jewish community over the years, but seems intent on purveying an image of Jewish Americans as being war-mongerers.

Is that a good sign, that the man who was victimized by anti-Semitism and has spent his life fighting anti-Semitism, has problems with the one person President Obama sees as being qualified to combat anti-Semitism.

This is just one more pick by the President that has led to many (especially the Israelis) to wonder about his claim to be pro-Israel. It is also one more step forward by J Street, a group with ties to George Soros, in their reach for power in Washington, D.C.

Sparking Programs to Benefit Women and Girls

When Hannah Rosenthal left New York and her job as executive director of the Jewish Council for Public Affairs in January 2005 to accept a position as executive director of the Chicago Foundation for Women, some in the Jewish world decried the move. After all, Rosenthal was leaving a post that made her the top female executive in the Jewish world.

She is quick to point out that although her home base may have changed (actually she’s a Chicago native who has spent most of her life in the Midwest), her priorities haven’t.

From the time she announced, as a child, that she wanted to be a rabbi [Sally Priesand, the first woman rabbi, was at Hebrew Union College (HUC) at the time], Rosenthal, 54, says she has always been adept at “lighting fires under people.” As for the Chicago Foundation—which, with a $6.5 million budget, is one of the largest women’s foundations in the world—its mission dovetails nicely with her own. “We are the people who light a lot of fires under people,” she says of the organization, which makes grants in the Chicago metropolitan area on issues benefiting women and girls.

Activism has been the watchword of Rosenthal’s life. Her mother and father, who was a Reform rabbi and a Holocaust survivor, drove her lifelong passion for social justice, and she became involved in community organizing and the antiwar and civil rights movements of the ’60s.

She enrolled at HUC to pursue her dream of becoming a rabbi but dropped out in her second year. “I decided that the vehicle I had chosen was not producing [social] change at a fast enough pace for me, so I switched vehicles.” She headed a Jewish religious school for the next several years, then switched again—to politics. After getting her feet wet working for a state representative and for a member of Congress, she became the head of the Wisconsin Women’s Council, leaving to devote her time to heading the ClintonGore campaign in Wisconsin.

In 2000, Rosenthal joined the Jewish Council for Public Affairs, an umbrella organization of local community councils and national Jewish agencies, and made history as the only woman heading a major national Jewish organization.

Her activities before and since have been refracted through a Jewish lens, she says, noting with satisfaction that the governor of Wisconsin once told her, meaning it as a compliment, that she “had a neon sign on [her] forehead that says ‘Jew.’ ” Today, she adds, dissatisfaction with many of the current government’s policies also drives her.

Rosenthal had another powerful reason for the New York-to-Chicago move: her two grown daughters, Shira and Francie, both live in nearby Madison, Wis. (Husband Rick Phelps works in development for a bank and is also active in the Jewish community.)

As for her new job, Rosenthal says that “some days it’s overwhelming, but look what’s happening in the country—all our fundamental issues are on the table or on the chopping block. As a Jew, as a woman, I’m lucky that I get a platform to discuss these issues.”

The Bureau of Democracy, Human Rights and Labor Affairs (DRL) at the United States Department of State is one of three bureaus and two offices that constitute (Will) the Office of the Under Secretary for Global Affairs.

DRL’s responsibilities include promoting democracy around the world, formulating U.S. human rights policies, and coordinating policy in human rights-related labor issues. The Office To Monitor and Combat Anti-Semitism is a separate agency included in the Bureau.

The Bureau is responsible for producing annual reports on the countries of the world with regard to religious freedom and human rights. It also administers the U.S. Human Rights and Democracy Fund.

The head of the Bureau is the Assistant Secretary of State for Democracy, Human Rights, and Labor .

The bureau is currently led by Assistant Secretary Michael H. Posner, the founder and formerly the President of Human Rights First.

Michael Posner, founder and president of Human Rights First (formerly the Lawyers Committee for Human Rights), has been at the forefront of the international human rights movement for 30 years. Posner has testified dozens of times before the U.S. Congress on a wide range of human rights topics including the protection of refugees, anti-Semitism, human rights within the business community and human rights violations in the Philippines, China, Northern Ireland, Uganda, El Salvador and many other countries. He is a frequent public commentator on these and other issues, regularly speaking at conferences and events in the U.S. and abroad. His opinion essays have appeared in newspapers and other publications around the country.

July 7, 2009 – President Barack Obama announced his intent to nominate Michael H. Posner to serve in the State Department as Assistant Secretary of State for Democracy, Human Rights, and Labor.

As founding executive director, Posner built Human Rights First from a staff of two, a few volunteers and a budget of $55,000 to its current staff of 60 and an annual budget of almost $9 million. Human Rights First is a nonprofit organization with offices in New York and Washington, D.C. that works on a range of domestic and international human rights issues.

Posner has worked extensively to protect refugees fleeing persecution. At Human Rights First, he facilitated the growth of the largest and most successful pro bono legal assistance program in the United States for asylum seekers. Today Human Rights First represents more than 1,000 clients from 85 countries, with an average success rate of over 90 percent. Last year working with the asylum program contributed more than 85,600 hours of pro bono legal assistance, time valued at more than $34.3 million in in-kind support. In 1980, Posner played a key role in proposing and campaigning for the first U.S. law providing for political asylum, which became part of the Refugee Act of 1980, and he continues to work with the staff of Human Rights First to make sure these principles are enforced and to challenge onerous legal restrictions on the rights of refugee in the United States and abroad.

Posner has also focused efforts to strengthen systems of accountability in countries where human rights violations occur, especially for the worst human rights crimes like torture, genocide, crimes against humanity, and war crimes. He proposed, drafted, and campaigned for the Torture Victim Protection Act (TVPA), which was adopted by Congress and signed into law in 1992. Also in 1992, Posner helped musician/activist Peter Gabriel found Witness (human rights group), an organization that uses video and online technologies to shed light on human rights violations around the world. In its first few years, WITNESS was based at Human Rights First.

Posner has continuously fought for strengthened systems of international justice. He played an instrumental advocacy role in setting up the ad hoc criminal tribunals for the former Yugoslavia (established 1993) and Rwanda (established 1994) and the International Criminal Court (established 2002). In 1998, Posner led the Human Rights First delegation to the Rome conference at which the statute of the International Criminal Court (ICC) was adopted.

Posner has worked to engage the business community on a number of human rights issues, including workers’ rights and freedom of expression and privacy. As a member of the White House Apparel Industry Partnership Task Force, Posner helped found the Fair Labor Association (FLA) in 1997, a multi-stakeholder initiative between apparel and footwear companies, universities and non-governmental organizations aimed at protecting the rights of workers in the apparel industry’s global supply chain. He sits on the FLA’s board of directors. Since 2006, Posner has worked on another multi-stakeholder initiative called the Global Network Initiative (GNI), which was launched in October 2008. Working with representatives from leading Internet providers and human rights organizations, as well as academics and social investors, the GNI will work to support adherence to principles on free expression and privacy for Internet users. He also serves on the board of the Robert F. Kennedy Memorial Center for Human Rights.

Michael Posner has been at the center of the struggle for international human rights for thirty years. His organization, Human Rights First, works to protect communities and individuals from abuses such as torture and crimes against humanity. Today, Posner is pressuring governments to monitor hate crimes and enact legislation to protect vulnerable minorities. “It’s apparent to anybody who’s in Europe these days that there is growing intolerance and particularly as Europe becomes more racially integrated. Sometimes it’s directed against Jews, and sometimes it’s directed against African refugees, and sometimes it’s directed against people from the Middle East. But it’s all part of a very lethal cocktail, which is making those societies less secure, and less tolerant, and less respectful of human rights. ”

With any issue that’s chronic or endemic, I think there is a sense, well, this is just part of the way the world is. And we shouldn’t accept that. The fact that it happened 60 years ago or 2,000 years ago doesn’t make it right. People are being physically attacked in France or in Russia because they’re Jews and that’s something that is a human rights abuse, a violation that ought to be taken on.

MICHAEL POSNER:  

It’s apparent to anybody who’s in Europe these days that there is growing intolerance and particularly as Europe becomes more racially integrated. Sometimes it’s directed against Jews, and sometimes it’s directed against African refugees, and sometimes it’s directed against people from the Middle East. But it’s all part of a very lethal cocktail, which is making those societies less secure, and less tolerant, and less respectful of human rights.

I don’t think it’s the 1930s but it is…there is a disturbing increase in the levels of violent attacks against Jewish people and institutions since the mid-1990s. And there’s a corresponding escalation of violent attacks against a growing Islamic population in Europe. And so you have groups, you know, extremist groups that are gaining popularity, gaining forces. And there is in many cases a government ignoring of the problem, which allows the attacks to build. It’s a disturbing time. It’s a troubling time, and I think it’s very important to take these issues on right now before it escalates to a major crisis.

Governments are not running to the table to be part of this discussion. They’re hiding under the table. And we need to essentially, through public pressure and through media and other ways, make governments feel that this is an issue that’s not going to go away and they have to address. It’s not just the Jewish community in their society who’s saying this is a problem. This is in fact part of the broader human rights debate, and governments that have a commitment to human rights need to take these issues on as part of what they’re doing.

Governments, our own government included, are not a monolith. There are always people within a government who actually want to do the right thing. So you start by giving them the tools or the information that allows them to make the fights internally. But the other thing is that governments are susceptible to public pressure. Within their own diplomatic community they look at one another and they don’t want to be the outsider. So we try to use all of those tools to put pressure on those that are reluctant and to make sure that they feel as much pressure externally and internally as they can from their diplomatic colleagues, from their own publics, from the world’s media, and within their own governments, so that at some point those things come together, you reach a critical mass and you begin to see change.

People aspire to freedom and dignity and respect for human rights, and often there are forces preventing that, but there is a popular will that ultimately can prevail if they’re given a chance. I’ve been working in this field for a long time and it’s encouraging to me and often surprising that a relatively small group of people, very motivated, very focused, can get a result. You know, you can read the newspapers or look on the Web or on television and see outrageous behavior and be paralyzed, but I think, you know, you can’t let that happen. I don’t let that happen. I just think there’s too many…there’s too many ways that you can affect those things. And if there’s even one way you can affect them, then you try to do it.

Gregg Rickman : Special Envoy to Monitor and Combat Anti-Semitism

Gregg Rickman was sworn in as the Secretary of State’s Special Envoy to Monitor and Combat Anti-Semitism on May 22, 2006. In this position, he is responsible for the global monitoring of acts of anti-Semitism and anti-Semitic incitement and the creation of policies to combat such acts.

From 1995-1998, he directed the three-year United States Senate Banking Committee investigation, including five Congressional hearings, into the disposition of assets of Holocaust victims held by Swiss banks since World War II, ending with a $1.25 billion settlement on behalf of the survivors.

He has served as the Director of Congressional Affairs at the Republican Jewish Coalition, where he worked on legislative issues of concern to the Jewish community including anti-Semitism, counter-terrorism, and immigration. He also led outreach to Jewish social action groups and coalitions, as well as constituent member groups.

Most recently, he served on the staff of the House International Relations Committee where he served first on the Subcommittee on the Middle East and Central Asia and handled numerous issues including anti-Semitism and Holocaust restitution, and then as Staff Director of the Subcommittee on Oversight and Investigations where he directed the Committee’s investigation into the UN Oil-for-Food program and was the main author of the Committee’s Report on the investigation.

He is the author of two books, Swiss Banks and Jewish Souls, 1999, and Conquest and Redemption, A History of Jewish Assets from the Holocaust, to be issued later this year.

OFFICE TO MONITOR AND COMBAT ANTI-SEMITISM

The Office of the Special Envoy To Monitor and Combat Anti-Semitism (SEAS) advocates U.S. policy on anti-Semitism both in the U.S. and internationally. Anti-Semitism is discrimination against or hatred toward Jews. SEAS develops and implements policies and projects to support efforts to combat anti-Semitism.

SEAS was established by the Global Anti-Semitism Review Act of 2004, and is a part of the Bureau of Democracy, Human Rights and Labor (DRL). DRL produces the State Department’s annual reports on Human Rights Practices and International Religious Freedom, and SEAS provides input on anti-Semitism for these reports.

Led by the Special Envoy to Monitor and Combat Anti-Semitism, DRL/SEAS welcomes information on anti-Semitic incidents, including personal and property attacks; government policies, including judicial/prosecutorial decisions and educational programs on the issue; and press and mass media reports.

AN ACT

To require a report on acts of anti-Semitism around the world.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Global Anti -Semitism Review Act of 2004′.

SEC. 2. FINDINGS.

Congress makes the following findings:

(1) Acts of anti -Semitism in countries throughout the world, including some of the world’s strongest democracies, have increased significantly in frequency and scope over the last several years.

(2) During the last 3 months of 2003 and the first 3 months of 2004, there were numerous instances of anti -Semitic violence around the world, including the following incidents:

(A) In Putrajaya, Malaysia, on October 16, 2003, former Prime Minister Mahatir Mohammad told the 57 national leaders assembled for the Organization of the Islamic Conference that Jews `rule the world by proxy’, and called for a `final victory’ by the world’s 1.3 billion Muslims, who, he said, `cannot be defeated by a few million Jews.’.

(B) In Istanbul, Turkey, on November 15, 2003, simultaneous car bombs exploded outside two synagogues filled with worshippers, killing 24 people and wounding more than 250 people.

(C) In Australia on January 5, 2004, poison was used to ignite, and burn anti -Semitic slogans into, the lawns of the Parliament House in the state of Tasmania.

(D) In St. Petersburg, Russia, on February 15, 2004, vandals desecrated approximately 50 gravestones in a Jewish cemetery, painting the stones with swastikas and anti -Semitic graffiti.

(E) In Toronto, Canada, over the weekend of March 19 through March 21, 2004, vandals attacked a Jewish school, a Jewish cemetery, and area synagogues, painting swastikas and anti -Semitic slogans on the walls of a synagogue and on residential property in a nearby, predominantly Jewish, neighborhood.

(F) In Toulon, France, on March 23, 2004, a Jewish synagogue and community center were set on fire.

(3) Anti -Semitism in old and new forms is also increasingly emanating from the Arab and Muslim world on a sustained basis, including through books published by government-owned publishing houses in Egypt and other Arab countries.

(4) In November 2002, state-run television in Egypt broadcast the anti -Semitic series entitled `Horseman Without a Horse’, which is based upon the fictitious conspiracy theory known as the Protocols of the Elders of Zion. The Protocols have been used throughout the last century by despots such as Adolf Hitler to justify violence against Jews.

(5) In November 2003, Arab television featured an anti -Semitic series, entitled `Ash-Shatat’ (or `The Diaspora’), which depicts Jewish people hatching a plot for Jewish control of the world.

(6) The sharp rise in anti -Semitic violence has caused international organizations such as the Organization for Security and Cooperation in Europe (OSCE) to elevate, and bring renewed focus to, the issue, including the convening by the OSCE in June 2003 of a conference in Vienna dedicated solely to the issue of anti -Semitism .

(7) The OSCE convened a conference again on April 28-29, 2004, in Berlin, to address the problem of anti -Semitism with the United States delegation led by former Mayor of New York City, Ed Koch.

(8) The United States Government has strongly supported efforts to address anti -Semitism through bilateral relationships and interaction with international organizations such as the OSCE, the European Union, and the United Nations.

(9) Congress has consistently supported efforts to address the rise in anti -Semitic violence. During the 107th Congress, both the Senate and the House of Representatives passed resolutions expressing strong concern with the sharp escalation of anti -Semitic violence in Europe and calling on the Department of State to thoroughly document the phenomenon.

(10) Anti -Semitism has at times taken the form of vilification of Zionism, the Jewish national movement, and incitement against Israel.

SEC. 3. SENSE OF CONGRESS.

It is the sense of Congress that–

(1) the United States Government should continue to strongly support efforts to combat anti -Semitism worldwide through bilateral relationships and interaction with international organizations such as the OSCE, the European Union, and the United Nations; and

(2) the Department of State should thoroughly document acts of anti -Semitism that occur around the world.

SEC. 4. REPORTS.

Not later than November 15, 2004, the Secretary of State shall submit to the Committee on Foreign Relations of the Senate and the Committee on International Relations of the House of Representatives a one-time report on acts of anti -Semitism around the world, including a description of–

(1) acts of physical violence against, or harassment of, Jewish people, and acts of violence against, or vandalism of, Jewish community institutions, such as schools, synagogues, or cemeteries, that occurred in each country;

(2) the responses of the governments of those countries to such actions;

(3) the actions taken by such governments to enact and enforce laws relating to the protection of the right to religious freedom of Jewish people;

(4) the efforts by such governments to promote anti -bias and tolerance education; and

(5) instances of propaganda in government and nongovernment media that attempt to justify or promote racial hatred or incite acts of violence against Jewish people.

SEC. 5. AUTHORIZATION FOR ESTABLISHMENT OF OFFICE TO MONITOR AND COMBAT ANTI -SEMITISM .

The State Department Basic Authorities Act of 1956 is amended by adding after section 58 (22 U.S.C. 2730) the following new section:

`SEC. 59. MONITORING AND COMBATING ANTI -SEMITISM .

`(a) Office to Monitor and Combat Anti -Semitism -

`(1) ESTABLISHMENT OF OFFICE- The Secretary shall establish within the Department of State an Office to Monitor and Combat anti -Semitism (in this section referred to as the `Office’) .

`(2) HEAD OF OFFICE-

`(A) SPECIAL ENVOY FOR MONITORING AND COMBATING ANTI -SEMITISM – The head of the Office shall be the Special Envoy for Monitoring and Combating anti -Semitism (in this section referred to as the `Special Envoy’).

`(B) APPOINTMENT OF HEAD OF OFFICE- The Secretary shall appoint the Special Envoy. If the Secretary determines that such is appropriate, the Secretary may appoint the Special Envoy from among officers and employees of the Department. The Secretary may allow such officer or employee to retain the position (and the responsibilities associated with such position) held by such officer or employee prior to the appointment of such officer or employee to the position of Special Envoy under this paragraph.

`(b) Purpose of Office- Upon establishment, the Office shall assume the primary responsibility for–

`(1) monitoring and combatting acts of anti -Semitism and anti -Semitic incitement that occur in foreign countries;

`(2) coordinating and assisting in the preparation of that portion of the report required by sections 116(d)(7) and 502B(b) of the Foreign Assistance Act of 1961 (22 U.S.C. 2151n(d)(7) and 2304(b)) relating to an assessment and description of the nature and extent of acts of anti -Semitism and anti -Semitic incitement for inclusion in the annual Country Reports on Human Rights Practices; and

`(3) coordinating and assisting in the preparation of that portion of the report required by section 102(b)(1)(A)(iv) of the International Religious Freedom Act of 1998 (22 U.S.C. 6412(b)(1)(A)(iv)) relating to an assessment and description of the nature and extent of acts of anti -Semitism and anti -Semitic incitement for inclusion in the Annual Report on International Religious Freedom.

`(c) Consultations- The Special Envoy shall consult with domestic and international nongovernmental organizations and multilateral organizations and institutions, as the Special Envoy considers appropriate to fulfill the purposes of this section.’

SEC. 6. INCLUSION IN DEPARTMENT OF STATE ANNUAL REPORTS OF INFORMATION CONCERNING ACTS OF ANTI -SEMITISM IN FOREIGN COUNTRIES.

(a) Inclusion in Country Reports on Human Rights Practices- The Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.) is amended–

(1) in section 116(d) (22 U.S.C. 2151n(d))–

(A) by redesignating paragraphs (8), (9), and (10), as paragraphs (9), (10), and (11), respectively; and

(B) by inserting after paragraph (7) the following new paragraph:

`(8) wherever applicable, a description of the nature and extent of acts of anti -Semitism and anti -Semitic incitement that occur during the preceding year, including descriptions of–

`(A) acts of physical violence against, or harassment of Jewish people, and acts of violence against, or vandalism of Jewish community institutions, including schools, synagogues, and cemeteries;

`(B) instances of propaganda in government and nongovernment media that attempt to justify or promote racial hatred or incite acts of violence against Jewish people;

`(C) the actions, if any, taken by the government of the country to respond to such violence and attacks or to eliminate such propaganda or incitement;

`(D) the actions taken by such government to enact and enforce laws relating to the protection of the right to religious freedom of Jewish people; and

`(E) the efforts of such government to promote anti -bias and tolerance education;’; and

(2) after the fourth sentence of section 502B(b) (22 U.S.C. 2304(b)), by inserting the following new sentence:

`Wherever applicable, a description of the nature and extent of acts of anti -Semitism and anti -Semitic incitement that occur, including the descriptions of such acts required under section 116(d)(8).’.

(b) Inclusion in Annual Report on International Religious Freedom- Section 102(b)(1)(A) of the International Religious Freedom Act of 1998 (22 U.S.C. 6412(b)(1)(A)) is amended–

(1) in clause (ii), by striking `and’ at the end;

(2) in clause (iii), by striking the period at the end and inserting `; and’; and

(3) by adding after clause (iii) the following new clause:

`(iv) wherever applicable, an assessment and description of the nature and extent of acts of anti -Semitism and anti -Semitic incitement that occur in that country during the preceding year, including–

`(I) acts of physical violence against, or harassment of, Jewish people, acts of violence against, or vandalism of, Jewish community institutions, and instances of propaganda in government and nongovernment media that incite such acts; and

`(II) the actions taken by the government of that country to respond to such violence and attacks or to eliminate such propaganda or incitement, to enact and enforce laws relating to the protection of the right to religious freedom of Jewish people, and to promote anti -bias and tolerance education.’.

(c) Effective Date of Inclusions- The amendments made by subsections (a) and (b) shall apply beginning with the first report under sections 116(d) and 502B(b) of the Foreign Assistance Act of 1961 (22 U.S.C. 2151n(d) and 2304(b)) and section 102(b) of the International Religious Freedom Act of 1998 (22 U.S.C. 6312(b)) submitted more than 180 days after the date of the enactment of this Act.

(3) coordinating and assisting in the preparation of that portion of the report required by section 6412 (b)(1)(A)(iv) of this title relating to an assessment and description of the nature and extent of acts of anti-Semitism and anti-Semitic incitement for inclusion in the Annual Report on International Religious Freedom.

(c) Consultations

The Special Envoy shall consult with domestic and international nongovernmental organizations and multilateral organizations and institutions, as the Special Envoy considers appropriate to fulfill the purposes of this section.

Obama expected to name envoy to combat global anti-Semitism

President Barack Obama is expected to announce his special envoy to monitor and combat global anti-Semitism shortly, Jewish community activists say.

We’re told that the candidate is female, with Chicago connections and a lawyer or activist background, and that State was ready to announce her this week and is awaiting White House clearance to do so.

A top candidate seems to be Hannah Rosenthal, former head of the Jewish Council on Public Affairs and former executive director of the Chicago Foundation for Women. She has a track record of involvement in countering anti-Semitism in the international context.
